The Forward Plan sets out decisions that the Cabinet, or an individual Cabinet Member intends to take over the following four months. The Plan is updated each month and republished and can be obtained from Brighton & Hove City Council Forward Plan or via e-mail at democratic.services@brighton-hove.gov.uk

 

The Council is required to publish notice of all key decisions at least 28 days before they are taken.

 

The Council’s Constitution states that a key decision is one that involves:

 

(a)    Expenditure which is, or the making of savings which are, significant having regard to the expenditure of the City Council’s budget, namely above £1,000,000; or

(b)    Is significant in terms of its effects on communities living or working in an area comprising two or more electoral divisions (wards).

 

As a matter of good practice, the Council's Forward Plan includes other items in addition to key decisions that are to be considered by Cabinet. This additional information is provided to inform local residents of all matters to be considered.

 

Meetings of the Cabinet are open to the public (with the exception of discussion regarding reports which contain exempt/confidential information). The Cabinet agenda containing all the reports being considered will be published 5 clear days before the meeting. Copies of the agenda and reports for meetings are available on the Council’s web site. Comprehensive engagement and consultation has taken place throughout the life of the project, beginning shortly after project inception in Autumn 2022. There have been three key phases so far, these being:
• First phase, from September 2022 focused on meeting with King Alfred’s sports clubs, leaseholders, and other regular users
• Second phase, from January 2023, which expanded engagement to reach out to community groups and groups representing the diversity of the city.
o Trust for Developing Communities commissioned to undertake engagement programme for young people and minoritised ethnic groups.
o Reference group established.
o Drop-in event & visioning workshop held in spring.
• Third phase launched January. Officers launched the on-line questionnaire from 8 January to 16 February, which was supported by updated website, information booklet, drop-in events, maildrops, social media campaign, and other promotional activities. Over 3,600 questionnaires completed and returned along with additional comments to the project mailbox.

• phase 2, from January 2023. Connecting with wider community groups and residents. This phase included the all-day drop-in event in April 2023, and specialist work with partners to engage with minoritised ethnic groups and younger people

• phase 3, beginning of January 2024. Focused on the on-line questionnaire which generated around 3,600 responses.
